Conserven únicamente su tarjeta de débito, a los solos efectos de retirar dinero en metálico de su caja o banco.</strong> No extraigan grandes cantidades del cajero, sólo lo necesario para el gasto corriente. Paguen a tocateja sus compras cotidianas. En definitiva, usen dinero contante y sin dilación en el pago.<strong> Traten de hacerlo durante un mes, y al final comprueben su saldo financiero.</strong> Quizás obtengan interesantes conclusiones sobre sus hábitos gastosos.

<img src="http://lacomunidad.elpais.com/blogfiles/lentejas/dinero-negro.jpg" id="img_0" class="imgcen"><big>Este interesante texto lo ha escrito <a href="http://lacrisalidadeltiempo.blogspot.com/" title="http://lacrisalidadeltiempo.blogspot.com/" id="link_0">Pau</a>, uno de mis más fieles interlocutores, con el que siempre es un placer intercambiar pareceres. La reflexión nació a raíz de una entrada mía titulada "¿<a href="http://lacomunidad.elpais.com/lentejas/2010/1/18/-solvencia-" title="http://lacomunidad.elpais.com/lentejas/2010/1/18/-solvencia-" id="link_1">Solvencia</a>?" que dio pie a interesantes debates. Aunque discrepo de Pau en varios pasajes (especialmente en lo que se refiere a la valía de nuestros actuales gobernantes), me parece una magnífica continuación a lo que allí se decía. Me gusta en especial su conclusión, porque me consta que escribe con conocimiento de causa.

Tenemos con quien compararnos, sí, pero no demasiado; las diferencias, aunque parecen grandes, son ínfimas.
Hablar individualmente de economía sumergida, de competitividad o de salarios es un error. La economía depende de un conglomerado de actuaciones demasiado grande; cada una de ellas dispone de muchas variables, algunas de ellas inamovibles a medio plazo. Combatirlas está bien, es razonable, pero siempre contando que el final de la batalla será largo y pocas veces a nuestro gusto.La economía, si hay que pelear para mejorarla o para salir de un atolladero, debe plantearse como una gran partida de ajedrez. Me pregunto si en el actual gobierno existe alguien preparado. Y no me pregunto, porque lo sé, si en la oposición hay alguien que sepa de qué va la cosa.
Está claro que por oportunismo, vitalidad e imaginación, el actual gobierno dispone de más dotes que la oposición para sacarnos del lío en que estamos metidos. Lo cual es, visto el talante que gastan, bastante triste y decepcionante. Rato, ex-ministro de economía y diseñador del pelotazo en el que estamos metidos, director del FMI durante su etapa más nefasta, no es, precisamente, un buen ejemplo; Rajoy, sin personalidad, con un liderazgo hipotecado por los que lo auparon y mentiroso hasta la saciedad, tampoco representa un buen futuro.
La crisis y la falta de crédito deberían hacer que aumentara la economía sumergida. Para la pequeña y mediana empresa el banco ha dejado de ser un referente, ya no necesita sus servicios si no existe crédito; y la banca es la única entidad que puede limitar el flujo y creación de dinero negro. Por otro lado, la crisis afecta más al dinero negro, ya que el pequeño y mediano empresario se ve obligado a limitarlo por la pérdida de excedentes. Podemos decir que el mayor productor de economía sumergida no son los pequeños trabajos que desarrollan los parados para sobrevivir, sino el hecho que el empresario disponga de mayores beneficios que los necesarios para mantener su empresa. Los sobres aparte, las comisiones, el pago de horas extras, el reparto de un dividendo por productividad, por eficacia... muchas veces se hace con dinero negro.
Debemos preguntarnos, también, qué es economía sumergida.
A una empresa que por su venta, distribución o por la idiosincrasia de su ramo -el régimen de módulos en el minorista lo provoca- se ve obligada a vender en negro mientras adquiere la materia prima, como casi todas, en el extranjero, no le queda más remedio que blanquear su capital mediante argucias o inventando facturas, con la consiguiente pérdida del montante del IVA falsamente retenido. Toda empresa necesita pagar las nóminas, la energía, el alquiler o hipoteca, los créditos... y es impensable que para ello pueda utilizar el dinero negro</em>".</blockquote></big>

<big>Las cifras de la <a href="http://www.ine.es/daco/daco42/daco4211/epa0409.pdf" title="http://www.ine.es/daco/daco42/daco4211/epa0409.pdf" id="link_0">Encuesta de Población Activa del cuarto trimestre de 2009</a> ponen los pelos de punta a cualquier analista económico, pero parecen dejar impertérritos no sólo a nuestros responsables políticos, sino también a los autodenominados "agentes sociales", presuntos encargados de liderar una salida a la debacle. No acierto a comprender este marasmo, máxime cuando ya no pueden argumentarse más declaraciones exculpatorias ni proclamarse futuros esperanzadores a corto o medio plazo. Nos hallamos en la tesitura de una presa paralizada ante su depredador; incapaz de reaccionar, transida de terror pero a su vez fascinada por el inminente sacrificio. A este pánico económico-electoral, en el peculiar dialecto del secretario de Estado de Economía, José Manuel Campa, se le llama<strong> <a href="http://www.elmundo.es/mundodinero/2010/01/29/economia/1264763792.html" title="http://www.elmundo.es/mundodinero/2010/01/29/economia/1264763792.html" id="link_0">posición de "cautela"</a></strong>.
Las pensiones que hace tres cuartos de hora no peligraban ahora deben reformarse con carácter de urgencia. <strong>Tan cerca en el tiempo como en mayo de 2009</strong> un peleón Corbacho afirmaba "la necesidad de "alejar los discursos catastrofistas" y despreciaba el análisis - "inadecuado y poco responsable"- sobre la Seguridad Social "basado en el corto plazo". Y culminaba con torería: "Cada vez que aparezca alguien que quiera crear incertidumbre e inseguridad en el sistema de pensiones, este ministro saldrá para aclarar que no debe haber ninguna preocupación". Tampoco estaba de acuerdo en retrasar la fecha legal de jubilación de forma generalizada, universal, y ya ven.
Del mismo modo, el dispendio de ayer ha dado paso, sin solución de continuidad, a las <a href="http://www.expansion.com/2010/01/29/economia-politica/1264770906.html" title="http://www.expansion.com/2010/01/29/economia-politica/1264770906.html" id="link_1">estrecheces de mañana</a>. Con un déficit que ya supera el 11%, la tijera del gasto público no va a dar abasto, aunque poco se podrá hacer con una hojas tan melladas.
Trato de asimilar este clamoroso silencio ciudadano, y acto seguido imagino 4,32 millones de almas laborales sumergidas hasta el mentón en un mar de aguas fecales. Y entonces lo veo claro. A lo más que pueden aspirar los pobres es a susurrar, sin casi mover la boca:<strong> "por favor, por lo que más quieran, no hagan olas". </strong></big>
