Ha pasado mucho tiempo en el Capitolio. Eso es muy importante para quien tiene que llevar las riendas de la política americana. A ves es difícil para nosotros, los extranjeros, comprender la enorme importancia que tiene el Congreso en la política exterior americana. </div><div> </div><div>La Constitution, si bien en principion asigna la competencia de las relaciones internacionales al Ejecutivo, da una gran importancia al parlamento. Los principales tratados internacionales deben pasar por la aprobación del Senado. En el caso de los acuerdos de libre comercio, por ejemplo, el Congreso, y particularmente la Comisión de   Maneras y Medios, participa activamente en los procesos de  y aprobación.
