Madrid&#8217;s leading newspaper, El Pa&#237;s sat down with President Calder&#243;n and conducted fantastic interview addressing, the good, the worst, and everything in between.&lt;SPAN style=""&gt;  &lt;/SPAN&gt;&lt;/SPAN&gt;

&lt;P class="MsoNoSpacing"&gt;&lt;SPAN style='font-size: 14pt; font-family: "Times New Roman","serif";' lang="EN-GB"&gt;&lt;SPAN style=""&gt;          &lt;/SPAN&gt;The scarcity of human rights is another undesirable correlation of a battle no less important than the drug traffickers.&lt;SPAN style=""&gt;  &lt;/SPAN&gt;Human rights violations never have been scarce in M&#233;xico&#8217;s history, but the more closely the country advances towards modernity, its gross death throes become less tolerable for a globally conscience society, conscientious and fed up from this anachronism inherited from 71 years of dictatorship concealed by the Institutional Revolutionary Party (PRI). Any astute observer would find odd that the protagonists from the most recent (and scandalous) of this particular infamous history would be a governor of this old official party.&lt;/SPAN&gt;

   



&lt;P class="MsoNoSpacing"&gt;&lt;SPAN style='font-size: 14pt; font-family: "Times New Roman","serif";' lang="EN-GB"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/SPAN&gt;

   



&lt;P class="MsoNoSpacing"&gt;&lt;SPAN style='font-size: 14pt; font-family: "Times New Roman","serif";' lang="EN-GB"&gt;&lt;SPAN style=""&gt;          &lt;/SPAN&gt;In Puebla, Mario Mar&#237;n, whose political trial was denied by a vote of 6 to 4 by the Supreme Court, has galvanized pro-human rights groups, intellectuals, and the Left in general. &lt;SPAN style=""&gt; &lt;/SPAN&gt;Judicial policies, under warrants issued by Mar&#237;n, illegally arrested reporter Lydia Cacho in another state (Quintana Roo), after she published a shuddering book which exposed and reported on a pornography network and the abuse of sexual minors; then she was remanded to Puebla where she was threatened by death and psychologically tortured until released on bail.&lt;SPAN style=""&gt;  &lt;/SPAN&gt;The Supreme Court did not find sufficient cause this past November to prosecute the governor nor was it mentioned in the general dicta of the Court&#8217;s opinion concerning the sexual abuse of minors, depite the investigatory commission, in-charged by the same court, who took the statements of the victims: 15 year old girls.&lt;/SPAN&gt;

   



&lt;P class="MsoNoSpacing"&gt;&lt;SPAN style='font-size: 14pt; font-family: "Times New Roman","serif";' lang="EN-GB"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/SPAN&gt;

La conmemoraci&#243;n de la expropiaci&#243;n y nacionalizaci&#243;n de las compa&#241;&#237;as petroleras efectuada el 18 de marzo de l938, llega a su 70 aniversario en medio de una agresiva campa&#241;a que llevan a cabo los sectores econ&#243;micamente poderosos de pensamiento neoliberal, por conducto de los medios m&#225;s importantes de comunicaci&#243;n, con el objeto de romper la normatividad constitucional establecida en el ramo del petr&#243;leo, en los art&#237;culos 27, 28 y dem&#225;s relativos en la Carta Magna.

El triunfo que alcanz&#243; la naci&#243;n mexicana, hace 70 a&#241;os, no se dio en un ambiente de paz y tranquilidad; no fue fruto de un concili&#225;bulo ni s&#250;bita decisi&#243;n del Presidente de la Rep&#250;blica, General L&#225;zaro C&#225;rdenas, sino el fruto de una intensa lucha que llev&#243; adelante la clase obrera -en especial los petroleros-, por medio de la reci&#233;n fundada Confederaci&#243;n de Trabajadores de M&#233;xico, dirigida por el maestro Vicente Lombardo Toledano, con el apoyo entusiasta del pueblo de M&#233;xico.

Lombardo Toledano fue el estratega y conductor de esta lucha que, como primer paso, fue la creaci&#243;n de un solo sindicato de petroleros. Sigui&#243; el emplazamiento a huelga en demanda de incremento de salarios, y ante la negativa de las empresas, el problema laboral involucr&#243; a las autoridades competentes para revisar el estado financiero de las empresas, as&#237; como la participaci&#243;n de la Suprema Corte de Justicia de la Naci&#243;n y, ante la actitud altanera de las compa&#241;&#237;as extranjeras, renuentes a respetar las leyes y autoridades del pa&#237;s, este problema que se hab&#237;a convertido ya en un asunto de inter&#233;s nacional, cont&#243; con la determinante decisi&#243;n del General L&#225;zaro C&#225;rdenas, al consumar la expropiaci&#243;n y entregar al Estado la explotaci&#243;n y refinaci&#243;n del petr&#243;leo.

Los capitalistas y t&#233;cnicos extranjeros se fueron del pa&#237;s, augurando el fracaso inmediato de Petr&#243;leos Mexicanos, pero los trabajadores, t&#233;cnicos, cient&#237;ficos y personal directivo de la empresa, la sacaron adelante.

PEMEX ha sido desde entonces el baluarte indiscutible del desarrollo econ&#243;mico de M&#233;xico. Tambi&#233;n, desde entonces, est&#225; en la mira de los imperialistas norteamericanos. Y desde que arribaron al Gobierno Federal, a finales de 1982, los tecn&#243;cratas de pensamiento neoliberal han privatizado las empresas y organismos descentralizados del Estado, sin perder de vista a PEMEX y a las empresas de la industria el&#233;ctrica, pero han fracasado en sus diversos intentos, por la firme lucha del pueblo y de los sectores democr&#225;ticos y nacionalistas.

Hoy est&#225;n en una nueva intentona. Ante los supuestos y reales problemas de PEMEX, de los cuales los propios gobernantes y funcionarios neoliberales son los responsables, las medidas que proponen no constituyen ninguna soluci&#243;n, sino continuar por el camino de entrega de las riquezas y el destino del pa&#237;s, a los imperialistas.

El significado hist&#243;rico del 18 de marzo de 1938 debemos de tenerlo presente los trabajadores, los maestros, los universitarios e investigadores, los campesinos e inclusive industriales nacionalistas, para mantener a PEMEX con el estatus jur&#237;dico que ha tenido hasta hoy.&lt;/span&gt;</body>

El petr&#243;leo de M&#233;xico es el tema principal en estos d&#237;as en todo el territorio nacional, no tanto por cumplirse el 70 aniversario de la gloriosa expropiaci&#243;n, sino por el planteamiento del Gobierno Federal de realizar una llamada &#8220;reforma en PEMEX&#8221; que tendr&#237;a como objetivo dar entrada al capital privado en esa empresa. &lt;/div&gt;
&lt;div align="justify"&gt;
En la historia de cada d&#237;a, desde l938 hasta hoy, est&#225; el registro puntual de c&#243;mo ha codiciado el gobierno norteamericano el control del petr&#243;leo de nuestro pa&#237;s por conducto de sus empresas petroleras privadas. Est&#225; adem&#225;s la tendencia de hegemon&#237;a mundial que han hecho expl&#237;cita, sin ninguna reserva, de controlar las principales ramas productivas y de servicios del mundo, por medio de las grandes empresas multinacionales de ese pa&#237;s, en donde el control del petr&#243;leo mundial y, en especial, el de M&#233;xico, est&#225; dentro de sus pol&#237;ticas prioritarias. Por eso, aunque en aquel pa&#237;s la atenci&#243;n esta centrada en las elecciones de su gobierno, tiene que preocupar lo que est&#225; planteando el gobierno de Felipe Calder&#243;n en el n&#250;cleo de su &#8220;reforma&#8221;.

En M&#233;xico, desde la expropiaci&#243;n del petr&#243;leo y hasta finales de 1982, en lo general la actitud del gobierno federal fue de resuelta defensa de PEMEX y preocupaci&#243;n e inter&#233;s por ampliar y mejorar todas sus instalaciones; pero esa pol&#237;tica sufri&#243; un vuelco radical en manos de los gobiernos de ideolog&#237;a neoliberal, prestos a servir en la medida de lo posible, las pretenciones del imperialismo.&lt;/div&gt;
&lt;div align="justify"&gt;
Los alcances de la propuesta del gobierno federal y de los organismos empresariales que la apoyan, es muy grave. No se trata de un problema que se constri&#241;a al problema econ&#243;mico, por muy importante que sea, sino de un hecho que atenta contra principios de car&#225;cter hist&#243;rico, social, pol&#237;tico e ideol&#243;gico que tienen que ver con la formaci&#243;n de la naci&#243;n mexicana. El rompimiento del mandato constitucional en esta materia y la consiguiente alteraci&#243;n de la estructura jur&#237;dica y social de PEMEX, para &#8220;abrir las inversiones al capital privado&#8221;, significar&#237;a acelerar la marcha por el camino del entreguismo y de la subordinaci&#243;n al gobierno norteamericano.&lt;/div&gt;
&lt;div align="justify"&gt;
En este primer escrito queremos hacer un planteamiento general sobre los intereses encontrados que hay al respecto, es decir, lo que quiere el imperialismo de PEMEX y la forma como se le ha venido complaciendo y, de otra parte, lo que debe apoyarse en esta empresa para que cumpla con sus objetivos nacionales, de una mejor manera.

Estados Unidos de Norteam&#233;rica consume el 25 por ciento de la producci&#243;n mundial del petr&#243;leo. Del petr&#243;leo que consume, por lo fr&#225;gil de sus reservas, se ve obligado a comprar m&#225;s del 50 por ciento de sus requerimientos. En virtud de esta situaci&#243;n, Estados Unidos persigue de M&#233;xico:
&lt;/div&gt;
&lt;div align="justify"&gt;1.- Que PEMEX se dedique exclusivamente a la producci&#243;n de petr&#243;leo crudo y se lo venda a su pa&#237;s.

2.- Que PEMEX deje en la obsolescencia y deje caer, destruir o cerrar sus refiner&#237;as y centros petroqu&#237;micos, para que adquiera los petrol&#237;feros, derivados del petr&#243;leo, en el mercado norteamericano, como lo hace ya para cubrir el 50 por ciento de la demanda nacional.

3.- Que abra las puertas de PEMEX a la inversi&#243;n del capital privado, pues de esa manera entrar&#237;a al control de la empresa.

4.- Que PEMEX establezca como punto principal la extracci&#243;n del petr&#243;leo de las aguas profundas del Golfo de M&#233;xico, pues por una parte le garantizar&#237;a el suministro del petr&#243;leo; se aprovechar&#237;a esta circunstancia para dar cumplimiento al punto anterior y directamente asociarse con las grandes petroleras privadas.

5.- El hecho de recibir el gobierno de M&#233;xico elevados ingresos por la exportaci&#243;n de petr&#243;leo crudo le garantiza el pago de los intereses de la deuda externa. Sangr&#237;a permanente.

Los gobiernos de ideolog&#237;a neoliberal que han existido en el pa&#237;s, desde finales de 1982 hasta la fecha, en t&#233;rminos generales se han dedicado a establecer como pol&#237;ticas de PEMEX los anteriores puntos que responden al inter&#233;s del pa&#237;s del norte. No se trata de casualidades, sino del convencimiento de que as&#237; le pueden servir &#8211;ser vil &#8211; al gobierno norteamericano en un proceso dirigido a la privatizaci&#243;n de PEMEX. Las l&#237;neas de acci&#243;n han consistido en lo siguiente:

a) Se ha puesto el &#233;nfasis en PEMEX en la explotaci&#243;n y exportaci&#243;n de petr&#243;leo crudo, vendido en un 80 por ciento a los Estados Unidos. El presupuesto de PEMEX destina el 80 por ciento del mismo en exploraci&#243;n y explotaci&#243;n.

b) Se dividi&#243; a PEMEX en cuatro subsidiarias que han entorpecido y encarecido los gastos de la empresa. El objetivo de esta divisi&#243;n fue para poder privatizar una a una cada subsidiaria.

c) Se modific&#243; la Ley para dejar el campo completo en el ramo de petroqu&#237;mica al capital privado. Aunque a pesar de eso no han invertido. Luego se promovi&#243; la privatizaci&#243;n de los complejos petroqu&#237;micos y refiner&#237;as de PEMEX, que no se llevaron a cabo por la fuerte protesta que levantaron.

d) Se ha abandonado presupuestalmente y en los planes a futuro el desarrollo y creaci&#243;n de nuevas refiner&#237;as y centros petroqu&#237;micos.

e) Por medio de mecanismos anticonstitucionales como el PIDIREGAS y los contratos de servicios m&#250;ltiples se ha propiciado el contratismo de empresas privadas que han venido suplantando los trabajos normales que hac&#237;a PEMEX. Como consecuencia de esta pol&#237;tica, la empresa tiene un elevado adeudo con esas empresas privadas.

f) El gobierno federal ha retenido para sus gastos todo lo que obtiene PEMEX por la exportaci&#243;n de petr&#243;leo, que en 2007 fue de 42 mil millones 800 mil d&#243;lares, neg&#225;ndole a PEMEX los recursos indispensables para mantenimiento y el desarrollo de todas sus &#225;reas

Esta es la pol&#237;tica anti-PEMEX que se ha venido ejecutando desde hace 25 a&#241;os, para salirnos con que &#8220; hay que abrir la paraestatal al capital privado&#8221; , que no quedar&#237;a en eso, como lo indica la historia. Como apoyo a esas medidas de retroceso, con las que s&#243;lo se ha beneficiado a una minor&#237;a, se ha dicho que se hace para tener fuentes de trabajo, empleos, salarios, bienestar para las familias&#8230;Recu&#233;rdese lo que sucedi&#243; con los bancos. Primero se privatiz&#243; el 34 por ciento de las acciones. De all&#237; no pasar&#225;, dijeron. Luego se privatizaron por completo; pero, dijeron, es para crear la banca regional y quedan en poder de capital nacional. Otro paso m&#225;s y se acept&#243; capital extranjero hasta un 49 por ciento. Finalmente todos los bancos son de capital extranjero, salvo uno, Banorte. Es la l&#243;gica privatizadora. Es el esquema que quieren aplicar en PEMEX.
El plan del imperialismo de establecer en todos los pa&#237;ses del planeta el mismo modelo neoliberal est&#225; destinado al fracaso. Dentro del mismo sistema capitalista, en el que hay bases generales, sin embargo el desarrollo de este modo de producci&#243;n asume formas diferentes entre los distintos pa&#237;ses, porque se imponen determinadas caracter&#237;sticas propias en el desarrollo hist&#243;rico de cada pa&#237;s. Por eso no se puede rechazar desde fuera de un pa&#237;s, lo que significa para &#233;ste la empresa p&#250;blica. Para M&#233;xico la empresa p&#250;blica, como es el caso de PEMEX y las correspondientes a la industria el&#233;ctrica, son una necesidad tanto para fomentar el desarrollo econ&#243;mico y social, como para poder alcanzar determinados objetivos sociales y constituir bases firmes para la soberan&#237;a nacional.
&lt;/div&gt;
&lt;div align="justify"&gt;La discusi&#243;n nacional alrededor del futuro de PEMEX se esta centrando en la defensa de algunos puntos como los siguientes: Ning&#250;n cambio en la Constituci&#243;n en materia del petr&#243;leo y electricidad. Mantener a PEMEX como un organismo descentralizado, pero con mayor capacidad de gesti&#243;n. Otorgar a PEMEX los recursos que necesita para su mantenimiento y desarrollo en todas sus &#225;reas, incluyendo la protecci&#243;n del medio ambiente. Cambiar la distribuci&#243;n de recursos, hoy predominante en el &#225;rea de exploraci&#243;n y explotaci&#243;n, elevando considerablemente el destinado a refiner&#237;as, complejos petroqu&#237;micos e investigaci&#243;n, en el Instituto Mexicano del Petr&#243;leo. Proceder a la instalaci&#243;n de dos nuevas refiner&#237;as en el corto plazo. Ajustar la pol&#237;tica de explotaci&#243;n de petr&#243;leo de manera que tome en cuenta las reservas probadas.
&lt;/div&gt;
&lt;div align="justify"&gt;Si no hay capacidad para levantar una empresa que de por s&#237; aporta elevadas utilidades, &#191;cu&#225;l capacidad hay entonces para luchar por un M&#233;xico libre, justo y pr&#243;spero.?&lt;/div&gt;</body>

Y precisamente por eso, nunca les explicar&#233; el motivo &#8211;aunque s&#237; la raz&#243;n- por la cual yo soy el que est&#225; detr&#225;s de los bombazos de &lt;a href="http://www.blog.com.mx/sociedad/comunicado-integro-del-epr/" target="_blank"&gt;&lt;u&gt;&lt;span style="color:#0000ff"&gt;PEMEX y el EPR&lt;/span&gt;&lt;/u&gt;&lt;/a&gt;. Tampoco les explicar&#233; porqu&#233; financi&#233; yo al &lt;a href="http://www.conevyt.org.mx/cursos/mexico/revista2/1994.htm" target="_blank"&gt;&lt;u&gt;&lt;span style="color:#0000ff"&gt;EZLN&lt;/span&gt;&lt;/u&gt;&lt;/a&gt; desde el gobierno y porqu&#233; hice estallar una bomba en Plaza Universidad mientras constru&#237;a exclusivos fraccionamientos y tomaba un papel protag&#243;nico de cern&#237;calo indocto y atormentado, al tiempo en que mandaba secuestrar a varios millonarios, amigos m&#237;os, para continuar financiando mis grandes planes y&#8230; ya basta. Por eso les dec&#237;a que el adversario m&#225;s peligroso es uno mismo&#8230;&lt;/span&gt; 
&lt;p align="justify"&gt;&lt;span lang="ES-MX"&gt;En fin, soy un individuo que se mantiene detr&#225;s de la sala de edici&#243;n, salgo en los medios nada m&#225;s cuando me ayudan a distraer la atenci&#243;n, pero m&#225;s importante que todo, soy un hombre de inteligencia esplendente y de eso, me jacto s&#243;lo ante m&#237; mismo, primero porque me es &#250;til algunas veces aparentar lo contrario, y segundo, porque de saberse, ser&#237;a un sujeto cabalmente incomprendido. &lt;/span&gt;
