La leyenda cuenta que en el siglo XIII, una embajada de un rey musulmán oriental visitó al rey Alfonso X y le trajo de regalo un cocodrilo, un elefante y una jirafa: cuando los animales murieron se depositó en la Catedral la rienda de la jirafa, el colmillo del elefante y el cocodrilo disecado. organismos supranacionales como la Organización de Naciones Unidas, ONU, y la Organización de los Estados Americanos, OEA, en ejercicio de sus funciones primordiales de proteger y fomentar los Derechos Humanos, D.H, y el Derecho Internacional Humanitario, DIH; y los distintos medios de comunicación en su labor social, así como la propia opinión publica, exijan a las Farc que apliquen o que cumplan el DIH. <hr size="2" width="100%"><span style="font-size: 10pt; line-height: 115%; font-family: Verdana;">Las Farc, el Eln y las Autodefensas,<span style=""> </span>son reconocidas por la comunidad mundial, particularmente por la estadounidense y la europea como organizaciones narcotraficantes y terroristas, lo cual significa que no son otra cosa que grupos de criminales; los propios ‘Tiro Fijo’ y ‘Mono Jojoy’, ante los medios de comunicación en la zona de despeje del Caguán manifestaron su negativa rotunda a cumplir las leyes por ser la suya una agrupación al margen de la ley.</span> <p class="MsoNormal" style="margin: 0cm 0cm 10pt; text-align: justify;"><span style="font-size: 10pt; line-height: 115%; font-family: Verdana;">Entonces a cuenta de que los organismos encargados de velar por la protección humana se prestan al juego de “pedirles” a las Farc algo que saben nunca van a hacer cayendo en la trampa de darles la difusión que necesitan en el contexto mundial para mantenerse vigentes, para ser noticia diaria sobre todo en temas de tanta trascendencia como el Derecho Internacional Humanitario. El cumplimiento, acatamiento y aplicación del Derecho Internacional Humanitario es exclusivo de los Estados legítimamente constituidos y por lo tanto no cabe “exigir” a los grupos terroristas su cumplimiento porque no solo es un esfuerzo inútil sino que se pone al delincuente en un nivel muy generoso que solo lo alienta a seguir con sus actos deplorables. </span> <p class="MsoNormal" style="margin: 0cm 0cm 10pt; text-align: justify;"><span style="font-size: 10pt; line-height: 115%; font-family: Verdana;">No se puede llamar Derecho Internacional Humanitario al terrorismo, las masacres, el secuestro, el uso de minas antipersonas, el narcotráfico, el reclutamiento forzado de niños y adultos y la masacre de secuestrados que cometen<span style=""> </span>consuetudinariamente las Farc, ni siquiera en un intento por convencerlas de que no vuelvan a cometer esos actos, que además de ser crímenes de la peor laya condenados en los estatutos de la Corte penal Internacional, son la herramienta con que el grupo armado pretende tomarse el poder en Colombia ; y prestarse candorosamente a ese juego solo sirve a los propósitos de los delincuentes.</span> <p class="MsoNormal" style="margin: 0cm 0cm 10pt; text-align: justify;"><span style="font-size: 10pt; line-height: 115%; font-family: Verdana;">Lo que hacen estos grupos terroristas no tiene nada que ver con el DIH, todos sus actos son en el mejor de los casos violaciones al Código Penal colombiano, lo demás son crímenes contra los Derechos Humanos y crímenes de la competencia de la Corte penal Internacional como las masacres de indígenas que cumplen las condiciones del crimen de genocidio, o los asesinatos, el secuestro, la esclavitud, la esterilización y el abuso sexual, al que someten a sus mujeres y<span style=""> </span>los ataques contra la población civil, que son típicos crímenes de lesa humanidad </span> <p class="MsoNormal" style="margin: 0cm 0cm 10pt; text-align: justify;"><span style="font-size: 10pt; line-height: 115%; font-family: Verdana;">Además, es en esa clase de apoyos tácitos, casi siempre ingenuos que las Farc fundamentan sus progresos y con esa habilidad y astucia permanecen cambiando los términos para que sus acciones sean vistas con enfoques distintos a los reales; por eso al secuestro lo llaman simplemente retención, al asesinato ajusticiamiento, a la extorsión aportes, al intercambio humanitario, canje de prisioneros, a los rescates y fugas de guerrilleros y de secuestrados traiciones, etc., </span> <p class="MsoNormal" style="margin: 0cm 0cm 10pt; text-align: justify;"><span style="font-size: 10pt; line-height: 115%; font-family: Verdana;">Y lo hacen porque quien les siga el juego, especialmente si hace parte influyente en las determinaciones políticas mundiales como HRW, ONU, OEA, AI, etc., puede servir de posterior referencia ante el reconocimiento de beligerancia que es hacia donde apuntan todos sus actos. Grupos e intérpretes de calidad para satisfacción propia y disfrute de los demás sonaron en el paseo del Cisne. </SPAN> <SPAN class=text_mediano>La noche del día tres estuvo dedicada a la fusión, competían cuatro grupos; los granadinos Malasjuntas, los sevillanos de Cadencia, los catalanes de Irakunda y Diego Paqué, con indiscutible calidad cada uno de ellos. El fin de fiestas corría a cargos de los ganadores del pasado año, los malagueños de Pangea, que fueron ganadores en fusión, y Medigo que lo fue a la mejor letra, premio que este año ya no figuraba en las bases. Tras una magnífica puesta en escena por parte de todos ellos, los presentadores de la velada hacía público el fallo del jurado, otorgando a los sevillanos de Cadencia el premio de la categoría fusión, que les fue entregado por la Diputada Provincial de Cultura, María Asunción Pérez Cotarelo, recibiendo también la felicitación del Alcalde de Alhama, Francisco Escobedo Valenzuela que dio a todos los bienvenida a este acogedor pueblo. Sería Tati Román, como invitada especial, esta joven granadina de raíces alhameñas, la que pondría el broche a una noche en que la fusión volvió a mostrar su riqueza y variedad en cuanto a las diversas formas de interpretación que supieron defender todos los participantes. Ya en la velada del cuatro de agosto los sones eran distintos, y sobre el escenario competían los castellonenses Club964, el onubense Chavero, los granadinos Vecinos del callejón y los malagueños de Minority. De igual forma sorprendió gratamente tanto la calidad musical, como la puesta en escena de todos ellos, que tras la actuación de los ganadores en esta misma modalidad de pop del pasado año, los malagueños del País musicano, se hizo público el fallo del jurado, que en esta ocasión se quedó en la tierra, ya que fueron los granadinos Vecinos del callejón los que se hicieron con el primer premio de la modalidad pop. En esta ocasión sería el Delegado Provincial de Cultura, Pedro Benzal Molero, quien haría entrega del premio, y el alcalde de Alhama el que agradecería a todos su paso por la ciudad, y resaltando especialmente la calidad de los participantes, dando por cerrada la 42º edición correspondiente a 2007, del que es ya decano de cuantos festivales se celebran en Andalucía y España, e invitando a todos para la siguiente año. Loquillo haría las delicias del público en un concierto de se prolongó hasta la madrugada. Los representantes de todas las instituciones presentes manifestaron, y coincidieron en expresar, su decidido apoyo a este veterano evento, y a su potenciación. Por todos ha sido valorada la organización del nuevo Concejal de Festival, Deportes y Fiestas, Javier Molina Castañeda, que ha estado en todo momento acompañado del Concejal de Juventud, Sergio Monteagudo Sánchez, para el buen desarrollo del mismo, así como al resto de colaboradores que han participando en la organización de este año. Se ha vuelto a contar con destacadas personas que han formado parte de la historia del Festival, como su creador hace 42 años, Andrés García Maldonado, el artista creativo de su imagen, Juan Manuel Brazam, así como otras personas y medios relacionados tradicionalmente con el mismo. Por el contrario, la provincia de Guadalajara, con unas 920, es la en la que menos solicitudes se han tramitado. En este sentido, el titular de Bienestar Social destacó el trabajo que han comenzado a llevar a cabo los equipos de valoración de las cinco provincias, “dando prioridad, como es natural, a todas aquellas personas que presentan una situación de dependencia más acusada y que pueden ser catalogados en el nivel tres, es decir, como grandes dependientes, que son los que este año tienen que ser atendidos”. Tomás Mañas informó que hasta el momento se han realizado más de 1.300 valoraciones de las más de 12.000 solicitudes presentadas, “un ritmo de trabajo que irá creciendo en los próximos meses, con el fin de agilizar al máximo la respuesta a todas aquellas personas que, teniendo derecho este año a ser atendidos por tratarse de grandes dependientes, dispongan cuanto antes de los programas y recursos necesarios para garantizar su bienestar”. Como se recordará, durante el presente año tienen derecho a solicitar atención por el cumplimiento de la Ley de Dependencia todas aquellas personas que padezcan el mayor grado de incapacitación. Entre los años 2008 y 2011 serán aquellas que presentan una dependencia severa los que comenzarán a ser atendidas en distintos centros o con los diferentes programas ideados para ellos; siendo entre los años 2012 y 2015 cuando culmine la aplicación de esta Ley con la atención a los que presenten una dependencia moderada. En total, serán unas 60.000 personas las que serán atendidas en Castilla-La Mancha en 2015, cuando esta Ley se encuentre totalmente desarrollada y a pleno funcionamiento.
