En ocho meses de poder, Barack Obama pudo cautivar con carisma y fácil sonrisa a la opinión pública mundial que lo percibió como un líder capaz de dar un respiro de paz al planeta envuelto en la violencia y la inseguridad económica. Pero pocos percibieron que sus gestos, retórica y promesas de cambio eran parte de su estilo personal, pulido por los mejores especialistas de mercadotecnia para dar una nueva imagen a los viejos intereses expansionistas norteamericanos. El mismo Barack Obama lo reconoció cuando Mikhail Gorbachev lo felicitó por su creciente popularidad mundial. El presidente norteamericano le contestó sonriendo: "just you wait, it'll go down" ("espere un poco y verá como caerá mi popularidad").
En América Latina su sonrisa se hace odiosa porque ya no puede ocultar la creciente sombra militar norteamericana que se expande sobre el continente. Obama sigue la vieja consigna de Richard Nixon quien declaró en 1971 al Consejo Nacional de Seguridad, que si Estados Unidos no podía controlar a América Latina tampoco podría imponer su autoridad al mundo. Nixon hizo "chillar" la economía chilena y propició el golpe militar al gobierno de Salvador Allende. Los tiempos cambian y siguen las mañosas estrategias del dominio. Barack Obama y su Departamento de estado siguió el mismo "juego de inocentes" en Honduras, y hace como si no pudiera restituir inmediatamente al legítimo presidente Manuel Zelaya en el poder.
Precisamente esto no está en los planes norteamericanos que frente al avance de los proyectos populistas en Venezuela, Bolivia y Ecuador empezó una nueva ola expansionista de sus bases militares. La presencia militar norteamericana en América Latina y en todo el mundo, supera con creces el número de sus diplomáticos y hombres de negocios. Sus 14 conocidas bases militares en el continente y una docena de bases encubiertas, se están ampliando a 21 por la decisión no tan sonriente de Obama. Esto, después de firmar un tratado secreto con Colombia, y no se sabe cuantas nuevas bases clandestinas se creerán en los Andes y la Amazonía cuya abundante riqueza natural necesita Estados Unidos para sobrevivir en el Siglo XXI.
Por de pronto, apareció en el Perú un "misterioso" grupo armado de VRAE (Valles de los Ríos Apurímac Ene) formado por mercenarios narcotraficantes, anti- maoistas a rabiar, armados hasta los dientes, que matan a militares y policías, y a quien el gobierno de Alan García tilda de ‘senderistas'. Este es un nuevo pretexto para que Norteamérica examine la posibilidad de instalar una base en Ayacucho. Sobran pretextos: de la lucha contra la droga, el terrorismo o de la ayuda humanitaria, pero en realidad ficticios. Está probado en Colombia, Ecuador, Perú y Afganistán, entre muchos otros, que donde hay bases militares aumenta el tráfico de droga. Así Afganistán se convirtió en primer productor de opio del mundo donde Obama prohibió a sus militares luchar contra el tráfico de droga para "no alienar a la población afgana".
Todo es cuestión del control de recursos naturales y el único modo "efectivo" de lograrlo es a través de la fuerza militar. Venezuela, Brasil, Ecuador Bolivia, Argentina perciben la sombra de futuras invasiones y se preparan para recibirlos.
